I hope to hit your question.
Codes above 127 are imho. language special extention or
semigraphic, depending on the Machine/Os/.. You are looking at.
I dont know if there is such a restriction, but if so, it is
just *very* good.
Why?
Think of travel around , greek(buy some uzo), russia (collect votka),
germany (visit me), sweden (have a chat with Haba and Love), ....
also imagine You are keen on alwayes checking your Email from a public
internet station or such.
If you use other than the very common standard ASCII for account/password
you are at risk not to be able to type this words in with the connected
local keyboard.
Actually the standard US-Keaboard does not provide this keys but the
german one do :
< html > ä ö ü &zslig; ... < / html >
