Well, apparently, as it turns out, I am not terribly bright.

kadmind for some reason isn't running by default on debian when the
kdc is started. I am not sure if the kdc is automatically supposed to
start kadmind based on the existence of an acl file (or rather, a
non-empty acl file) or via some other way.

All in all, nothing at all to do with Heimdal. Manually starting
kadmind obviously fixes everything. I've simply patched debian
start-up scripts to ensure it is started.
